Hello Dumpling:

If you're talking about actually working in a company to formulate skin care products, you'd have to study to be a Chemist.

If you're talking about treating skin conditions in a health care setting, then the doctor who would do this is a Dermatologist. You must be an M.D. to hold this title.

If you're interested in skin care, applying makeup and working with clients to preserve or improve the condition of their skin through external applications, then yes, the title is Aesthetician. This person takes what the client has and shows them how to enhance their looks through good skin care, cleansing and maintenance.

In California, it requires a Cosmetology certification (available through most Beauty Schools specializing in hair, skin and nails).
